Per references (a) and (b), the goal for the Commander, Naval Reserve Forces Command (COMNAVRESFORCOM) Civilian Awards Program is to encourage and recognize civilian personnel for outstanding performance and significant contributions to the mission and priorities of COMNAVRESFORCOM. The awards program should motivate civilian personnel to increase productivity by recognizing outstanding individual performance and creativity. The success of this highly motivating program depends primarily upon the personal attention and support of all supervisors and managers at every level within COMNAVRESFORCOM.

Purpose. To establish a COQ and COY awards program and provide guidelines to give special recognition of significant contributions by civilian employees on the staff.
