scope:
PURPOSE. This Directive:
Supersedes reference (a).
Establishes the Western Hemisphere Institute for Security Cooperation (WHINSEC) with the mission, organization, responsibilities, authorities, and relationships as prescribed herein pursuant to the authorities provided in Section 2166, reference (b).
Designates the Secretary of the Army as the Executive Agent for the WHINSEC according to reference (c).
