scope:
a. The provisions of this instruction are applicable to all active Navy commands and other units which operate/deploy from their homeport either as a unit or as a detachment. This directive specifically applies to the following units:
(1) USN ships and attack submarines,
(2) USNS ships, except those units with unaccompanied tour MILDETS.
(3) USN aircraft squadrons/detachment
(4) USN seagoing or deploying staffs/detachments.
b. Some units can not meet CNO's PERSTEMPO Program requirements due to the uniqueness of their mission or operating cycle. To integrate those special units into the PERSTEMPO Program CNO will tailor Program standards to provide sensible and equable operating guidelines. The following categories of units are currently considered special PERSTEMPO Program units:
(1) Permanently forward deployed units operating with rotating crews.
(2) Navy Mobile Construction Battalions.
(3) Fleet Ballistic Missile Submarines.
(4) Readiness Destroyer Squadrons (DESRONs), Amphibious Squadrons (PHIBRONs) and Aviation Training Squadrons.
(5) Any operating/deploying unit whose personnel are assigned for less than a notional three to five year tour length and receive compensation for extended operating time beyond PERSTEMPO Program limits, i.e., one year Military Detachment (MILDET) tours on Military Sealift Command (MSC) units.
(6) Overseas Residency Program (OFRP) Carrier Airwing including assigned staffs and squadrons.
