scope:
Purpose.
This pamphlet establishes U.S. Army Corps of Engineers (USACE) operating procedures for dealing with military munitions at Formerly Used Defense Sites (FUDS), Base Realignment and Closure (BRAC), and Installation Restoration projects. There are no absolutely safe procedures for dealing with military munitions, merely procedures considered to be the least dangerous; therefore, it is essential that a planned and systematic approach to dealing with such items be established.
Applicability.
This pamphlet applies to all Headquarters, USACE elements and all USACE commands having responsibility for performing munitions response to munitions and explosives of concern (MEC) response action operations.
