PURPOSE. This handbook prescribes the policy, objectives, responsibilities, and requirements for the development and operation of a career system for all employees of the Federal Aviation Administration. One of the primary goals of this handbook is to provide a comprehensive communication vehicle by which all segments of the agency can look at each other and evaluate the career progression avenues of one occupation as opposed to another. At the same time it affords a closeup view of all the various types of jobs available within the agency. Although the described procedures do not assure promotion, they do assure that all employees will have an opportunity to prepare themselves to follow a career within the agency without bias or personal favoritism and without discrimination.
