Scope and Applicability.
a. This instruction covers hull, mechanical and electrical (HM&E) and battle force warfare system engineering and engineering support of ships and their systems, subsystems, and equipment under the cognizance of the Naval Sea Systems Command (NAVSEA) and affiliated Program Executive Offices (PEO). This instruction applies to elements of these organizations delegating engineering and engineering support responsibility, accountability, and technical authority in their cognizant areas to Engineering Agents at NAVSEA and its field activities, Fleet technical support activities, and private contractors.
b. This instruction does not change the responsibilities of PEO's, Direct Reporting Program Managers, Participating Managers or other Program Support Managers as delineated in the applicable DOD/SECNAV 5000 series guidance. This instruction does not affect or change existing agreements between NAVSEA and the Strategic Systems Program Office.
c. As outlined in reference (a), Executive Order 12344, statutorily prescribed by P.L. 98-525 (42 U.S.C. 7158, Note), establishes the responsibilities and authorities of the Deputy Commander, Nuclear Propulsion Directorate (SEA 08) over all facilities and activities which comprise the Naval Nuclear Propulsion Program, a joint Department of Energy (DOE)/Navy organization. These responsibilities and authorities include all technical and logistical matters related to naval nuclear propulsion. Accordingly, nothing in this instruction supersedes or changes those responsibilities and authorities and SEA 08 shall be consulted concerning all matters related to Naval Nuclear Propulsion.
