All Naval Education and Training Command activities will establish, monitor, and implement a Voluntary Leave Transfer Program. This program permits federal employees to donate annual leave to other federal employees who need it for family or personal medical emergency situations. Absence from duty without paid leave because of medical emergencies must be (or must be expected to be) at least 24 hours.
