PURPOSE. This Instruction implements reference (a) in accordance with reference (b) and reissues reference (c).
APPLICABILITY AND SCOPE. This Instruction applies to the Office of the Secretary of Defense and the Military Departments, including the United States Coast Guard when it is not operating as a Service within the Department of the Navy by agreement with the Secretary of Homeland Security and the United States Merchant Marine Academy by agreement with the Secretary of Commerce.
