Purpose
Establish uniform Information Security Program (ISP) and procedures.
Implement reference (a), which directs agencies to observe the democratic principles of openness and the free flow of information, as well as to enforce protective measures for safeguarding information critical to the national security.
Incorporate policies and procedures established by other executive branch agencies.
Applicability and Scope
This instruction and the accompanying policy and procedural manual, reference (b), encompass all classified national security information classified under Executive Order 12958, as Amended, and predecessor orders, and special types of classified and controlled unclassified information.
This instruction applies to all DON commands and to all military and civilian personnel, assigned to or employed by any element of the DON, and includes cleared contractor visitors working under the purview of a commanding officer. Personnel are individually responsible for compliance. This instruction establishes the minimum standards for classifying, safeguarding, transmitting and destroying classified information as required by higher authority.
