The aim of this agreement is to simplify, on a basis of reciprocity, the peacetime formalities relating to the access of naval ships of NATO nations to ports and anchorages in the NATO area coming under the jurisdiction of other NATO nations, and to define procedures for access by certain NATO naval forces to ports and anchorages coming under the jurisdiction of both NATO and non-NATO nations.
