This instruction applies to all military, civilian, and contractor personnel within NETC whose duties include evolutions or tasks involving explosive materials or explosive devices. All explosives, ammunition, weapons, and devices using conventional explosives, pyrotechnics, or incendiary material for their operation are included in the general term "explosive devices".
Purpose.
To issue Naval Education and Training Command (NETC) policy and guidance for explosives safety.
