Purpose. To provide policy and guidance for personnel management within Navy Morale, Welfare, and Recreation (MWR) Nonappropriated Fund Instrumentalities (NAFIs), Navy Civilian NAFIs, Auxiliary Resale Outlets (AROs) and NAVFAC Visiting Quarters (VQ) Nonappropriated Fund (NAF) operations. This instruction is a complete revision and should be reviewed in its entirety.
Policy and Scope. Navy policy is to provide operational and support activities with essential MWR mission support services, as well as produce programs that effectively contribute to the morale, well-being and quality of life (QOL) of naval personnel and their family members. This supplements NAF personnel policy guidance in references (a), (b), and (c).
Applicability. This instruction applies to the personnel management operations for NAF employees within Navy MWR, Navy Civilian NAFIs, AROs and VQ NAF operations and any other NAF employee falling under the cognizance of Bureau of Naval Personnel (BUPERS). Each of these will be responsible for paying all fees or claims involving their organization. Responsibility for the supervision of civilian personnel administration and labor relations in these NAFIs under the authorities contained in references (a), (b), and (c) is delegated to Commander Navy Personnel Command (COMNAVPERSCOM). This instruction sets forth the personnel policies of Department of the Navy (DON) NAF MWR employment consistent with and per the principles and authorities contained in references (a) and (b).
