This instruction applies to all claims and REAs that are processed by procuring activities under the cognizance of the Naval Air Systems Command (NAVAIR), its Naval Air Warfare Centers (NAWCs), its Business Units (BUs), and the Naval Aviation Program Executive Officers (PEOs). This instruction does not apply to claims that involve fraud. In accordance with FAR 33.210(b) (per reference (a)) the contracting officer does not have authority in the settlement, compromise, payment, or adjustment of any claim involving fraud.

Purpose.

To establish policy, assign responsibilities, and provide procedures for reporting, processing, and disposing of claims, and Requests for Equitable Adjustment (REAs) in accordance with references (a) through (d).
