This instruction applies to TDs for all warfare areas developed and produced for use in the Naval Education and Training Command (NAVEDTRACOM). The Department of Energy has cognizance over the development of TDs used in the training of naval nuclear propulsion plant operators; therefore, such devices are not covered by this instruction. Also excluded from this instruction are systems and devices used in Strategic Weapon System training.
