scope:

PURPOSE. This Instruction revises the policy and procedures at the Goddard Space Flight Center (GSFC) for the use of NASA Form 1018, "Report of Government-Owned/Contractor-Held Property," as required by Part 18-45 of the NASA Supplement to the Federal Acquisition Regulation (FAR), titled "Government Property."

APPLICABILITY. NASA Form 1018 is used with all contracts containing the government property clause covering NASA-owned/contractor-held property (including nonprofit research and development contractors), except where the contracting officer (CO) is virtually certain that reportable government property will not be furnished to, or acquired by, the contractor (i.e., as in most study contracts and certain contracts for services, etc.).

Space Hardware is required to be reported only by those contracts specifically directed by NASA management through the CO. The specific space hardware to be reported is identified in the "Annual List of Selected Items of Space Hardware," issued by the Director of Financial Management, NASA Headquarters, Washington, DC 20546. Details are reported in schedule II of NASA Form 1018 and summarized on page 1, item 15.
