This instruction applies to Naval Air Systems Command Headquarters (NAVAIRHQ) its Business Units and associated Program Executive Offices (PEOs).

Purpose. To promulgate Naval Air Systems Command (NAVAIR) policy for attendance at conferences/symposia held by federal agencies and recognized non-federal societies and organizations by military and civilian personnel, and to set forth the criteria and procedures for gaining approval for attendance and authorization of expenses.
