PURPOSE.
This order sets up the process for developing Strategic Plans and annual Performance Plans for the Associate Administrator for Regulation and Certification (AVR). The process integrates planning activities with the budget cycle to ensure that adequate resources are available to carry out the plans. (See Appendix 1, for Planning Model and Definitions.)
