This instruction applies to all U.S. Navy shore commands and activities. The Commandant of the Marine Corps has determined that the provisions of this instruction apply to the Marine Corps. Shipments from and between contractors will be included within the scope of this instruction when applicable contracts are annotated.

Purpose. To reissue policies, procedures, and assign responsibilities for preventing transportation accidents and the proper emergency response measures to use when a transportation accident occurs involving Department of Defense (DOD) conventional munitions and explosives. This implements references (a), Title 49 Code of Federal Regulations, Parts 172.600 thru 606, and (b), Defense Transportation Regulation, Part II, Cargo Movement.
