scope:
The provisions of the Instruction for the construction of additional, new, or temporary school facilities on Federal property or property under Federal jurisdiction axe applicable to all Navy and Marine Corps installations within the United States, Guam, Puerto Rico, Virgin Islands) and Wake Island. For the purpose of this Instruction, the term "Navy and Marine Corps installations" includes the Federal property on which such installations are located and adjacent Federal property under the jurisdiction of the Department of the Navy.
