To implement the procedures established by references (a), (b) and (c). This instruction assigns responsibilities and describes processes for the Space and Naval Warfare Systems Command and related Program Executive Offices to review and resolve employee disputes involving working conditions within their control.

Applicability. a. This instruction applies to all current SPAWAR and PEO non-bargaining unit Department of Navy (DON) employees. It also covers former SPAWAR/PEO employees for matters arising during their previous employment at SPAWAR or PEO, providing a remedy is available and consistent with applicable law and regulation.

b. This instruction also covers bargaining unit employees when a matter covered by the AGS cannot be grieved under a negotiated procedure (NGP), either because a NGP is not in effect at the relevant time or because the NGP does not cover the matter being grieved.
