This order affects the FAA's regional operating divisions, the National Flight Data Center, ATA-110; the National Flight Procedures Office, AVN-100; and the Flight Inspection Operations Division, AVN-200. It provides guidance relating to flight inspection of new/relocated NAVAID's, components of the NAS, and policy for processing and publishing instrument flight procedures.
PURPOSE. This order provides policy for establishing public use standard instrument approach procedure (SIAP) and departure procedure (DP) effective dates. It ensures that aeronautical charts and supporting data will not be released to the public until it is known that the navigation equipment will perform satisfactorily, that all procedural data are correct, and that associated airspace has been properly designated. It further ensures that effective dates for the procedure WILL NOT be assigned by the FAA until all necessary action has been completed.
