Purpose. This instruction continues the Air Traffic Control (ATC) and Combat Identification (CI) Systems Program Manager Air (PMA213) as a designated program under direction of the Commander, Naval Air Systems Command (COMNAVAIRSYSCOM); changes the program office title from Air Traffic Control and Landing Systems (ATCALS) to the Air Traffic Control (ATC) and Combat Identification (CI) Systems; updates the charter that provides the program's scope, operating relationships, organization, and resources; and outlines the authority and responsibility of the Air Traffic Control and Combat Identification Systems Program Manager (PM).
