This manual covers the Navy war reserve materiel requirements program as defined in OPNAV Instruction 4080.11D. The manual amplifies the policies, responsibilities, and procedures for determining and establishing war reserve materiel requirements, obtaining funding, acquisition and materiel management, issue in peacetime and war, materiel availability reporting systems, and post conflict actions.

Purpose. The intent of this publication is to provide a guide for Navy planners and war reserve project managers, resource sponsors, and inventory managers for management of the war reserve program. The manual provides specific guidance and responsibilities where those parameters can be defined. It maps out the steps to be taken by all echelons of command in order to have an effective and responsive war reserve program. However, the nature of war materiel requirements, evolution of DoD planning guidance, the continual changes in force structure, and the unpredictable nature of conflicts dictate that this manual and guidance from higher authority must be used as management tools and not held inviolate. Instead users of the manual are encouraged to adopt creative solutions to the acquisition, management and employment of their war reserve materiel requirements.

This document is meant to be dynamic and will require updating periodically to maintain currency with present DoD and CNO policy and planning guidance. Users are encouraged to assist in the maintenance of the manual by providing input to COMNAVSUPSYSCOM (SUP 04M) when the need for changes to the manual are identified.
