This guidance.document, which is not to be regarded as a contract condition, has been prepared by the Ministry of Defence, with the assistance of the Confederation of British Industry, with a view to reducing the time and effort involved in the'negotiation of fair and reasonable prices for its noncompetitive risk contracts. The discussion and implementation of arrangements on these lines wili be pursued at a senior level by the Ministry with individual Contrcactors with due regard for the nature and extent of their defence business of this sort and for their existing management, cost estimating and cost accountancy systems and procedures.
