This handbook provides guidance within the RED/BLACK concept for the engineering and installation of systems and facilities processing classified information. The engineering installation concepts contained herein should be selectively applied for control of TEMPEST at all Department of Defense (DoD) facilities where classified information is processed.
This handbook addresses and applies to the following general areas:
a. Power distribution, installation, and protection.
b. Equipment installation and protection.
c. Signal distribution, installation, and protection.
d. Filters and isolators.
e. Grounding, bonding, and shielding (GBS).
