Introduction
Government contracts require materiel to comply with the technical requirements specified therein. Failure to satisfy the specified technical requirements normally involves rejection, but exceptionally, the Ministry may accept under Concession, items which do not in all respects conform to the specified technical requirements. Moreover, production may in some instances be facilitated by the issue of a Production Permit, without detriment to serviceability, by allowing materials or parts to be produced and used, which do not strictly comply with the specified technical requirements.
Items supplied in conformity with a Concession or Production Permit granted by the QAR shall, if conforming in all other respects with the provisions of the contract, be deemed as satisfying the contract requirements for the items in question.
