scope:
This instruction applies only to real and related personal property actions in the States of the Union, the District of Columbia, the Commonwealth of Puerto Rico, and the Virgin Islands which involve:
a. Transfer to the Army, Air Force, or Coast Guard.
b. Removal from the control of the Department of the Navy of real and related personal property not required by the Department of Defense.
