a. Eligibility. To participate in the Pilot Program, selected Marines and Sailors must have incurred their injuries in OIF/OEF and meet the definition of SIMS per paragraph 4(e)(1).

(1) SIMS must execute the SIMS Enrollment Agreement and Authorization for Disclosure of Medical or Dental Information (DD Form 2870 12/2003) (enclosures (1) and (2)), to enroll in the Pilot Program.

(2) The SIMS Pilot Program is a voluntary program subject to the provisions of reference (a). Whenever reference (a) and this notice are in conflict, this notice shall govern.

b. Period of Pilot Program. The Pilot Program evaluation shall commence on the date executed by Assistant Secretary of the Navy (Manpower and Reserve Affairs (ASN(M&RA)) and terminate 12 months later for any new enrollments.

c. Participants. The Pilot Program shall enroll at least 10 but no more than 25 SIMS selected by the Program Manager, on a "first come first chosen" procedure, in accordance with the demographics contained in 4(d), with numbers sufficient to provide adequate empirical data to evaluate the proposed changes to the DES. 

d. Demographics. The Program Manager shall, to the degree practical, select SIMS participants as follows:

(1) one unmarried SIMS; 

(2) one SIMS with a beneficiary spouse;

(3) one SIMS with a beneficiary spouse and beneficiary child or children; and,

(4) one unmarried SIMS with a beneficiary child or children.

Purpose.

To initiate a Pilot Program designed to maximize disability benefits and compensation available from all possible government resources for Severely Injured Marines and Sailors (SIMS).
