PURPOSE. This instruction prescribes the guidelines for the NASA/Goddard Space Flight Center Exchanges (hereafter referred to as the Exchanges). The Exchanges are the Goddard Employees Welfare Association (GEWA) at Greenbelt, Maryland, and the Wallops Exchange and Morale Association (WEMA) at Wallops Island, Virginia.
