This Directive applies to:
The Office of the Secretary of Defense, the Military Departments (excluding National Guard and Reserve components), the Chairman of the Joint Chiefs of Staff, the Combatant Commands, and the Defense Agencies ((hereafter referred to collectively as "the DoD Components.") (National Guard and Reserve component construction authorities are in Chapter 1803 of reference (b) and implemented by reference (c)).
The authority and restraints for establishing or developing installations and facilities not specifically authorized by a military construction authorization act or other legislation, but authorized on an exigent basis or under a standing United States Code.
