Foreword

This is the first, preliminary phase, in a two phase study to evaluate hazardous gas dispersion models. In this first phase, protocols and procedures for model evaluation were developed and used with only two field data bases. Given the limited data, the conclusions are preliminary and may change in the second phase of the study. The protocols and procedures are now being used in the second phase of the study with additional field data bases for a more in-depth evaluation of the models.
