This part 1 of ENV 1991 establishes the principles and requirements for safety and serviceability of structures, describes the basis for design and verification. Part 1 of ENV 1991 provides the basis and general principles for the structural design of buildings and civil engineering works including geotechnical aspects and shall be used in conjunction with the other parts of ENV 1991 and ENVs 1992 to 1999.
