scope:

PURPOSE. Under the authority vested in the Secretary of Defense by Section 113 of reference (a), this Directive establishes the DARPA as an agency of the Department of Defense with the responsibilities, functions, relationships, and authorities as prescribed herein; and replaces reference (b).

APPLICABILITY. This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as "the DoD Components").
