Purpose.

To establish and implement the governing policy and assign responsibilities for the management of NAVFAC's BMS, an enterprise initiative. This policy shall be used in conjunction with reference (a) and (b) and enclosures (1), (2), (3) and (4). Reference (a), attachment A, includes BMS as a mission support "assessable unit," subject to being evaluated by management control assessment procedures. As such, BMS shall be included in component self-assessments and Command Evaluation and Management Control Programs, following the guidance of reference (a) and (b), respectively. Enclosure (1) defines comman BMS terms. Enclosure (2) details the BMS-specific process and stakeholder's roles and responsibilities. Enclosure (3) displays the web-based format for NAVFAC employees to submit recommendations that improve existing NAVFAC business processes or that propose new, innovative business processes. Enclosure (4) sets parameters for the timely processing, review, acceptance, and implementation of employee-submitted process improvement recommendations into the NAVFAC BMS.
