scope:

This instruction applies to all Navy personnel, serving on active duty or in the Ready Reserve, who are single service members or members of dual military couples, that have custodial responsibility for family members or other dependents. The policy and guidance within this instruction is effective immediately, however, use of the documents and instruments provided as enclosures may be phased in as needed. This instruction is not intended to require revamping of individual member's functioning Family Care Plans. This instruction is not intended to, and does not, create any right, entitlement, cause of action, or defense in favor of any individual. It places no limitations on the lawful prerogatives of the Department of the Navy or its officials.
