OBJECT AND SCOPE

The purpose of this Code is to establish rules and procedure for the conduct of tests to determine the following commonly specified speed-governing characteristics of turbine-generator-unit governor systems:

(a) Speed droop

(b) Deadband

(c) Blade-control deadband

(d) Dead time

(e) Time element

(f) Servomotor cushioning time

(g) Stability indexes

(h) Speed-changer governing range

(i) Speed-changer synchronizing range

(j) Speed-changer load-reducing time

(k) Hand-control gate closing time

(l) Oil-pump capacity.

This code is applicable to the testing of governor systems for hydraulic turbine-generator units furnished with hydraulic turbines which are classified as follows:

(a) Impulse turbines with governor control of

(1) Deflectors

(2) Deflectors and jets

(b) Francis turbines

(c) Fixed-blade-propeller turbines

(d) Adjustable-blade-propeller turbines with governor control of wicket gates and runner blades.

Included within the scope of this code are rules and procedures for shop tests to determine the following characteristics of hydraulic-turbine governors :

(a) Speed droop

(b) Deadband

(c) Speed-changer governing range

(d) Speed-changer synchronizing range

(e) Speed-changer load reducing time

(f) Oil-pump capacity.

The testing of various protective and supervisory devices is not within the scope of this code.

The appendix to this code includes discussion of test methods for determination of the following optional or supplementary data:

(a) Overspeed

(b) Pressure rise

(c) Steady-state speed regulation

(d) Incremental speed droop

(e) Steady-state incremental speed regulation

(f) Servomotor force requirements

(g) Lost motion

(h) Frequency response.
