PURPOSE. Executive Order (EO) 13101 requires Federal agencies to develop and implement Affirmative Procurement (AP) programs in accordance with Section 6002 of the Resource Conservation Recovery Act (RCRA) (42 U.S.C. 6962). Agencies are required to establish AP plans for all Environmental Protection Agency (EPA)-Comprehensive Procurement Guideline items (EPA-designated products) purchased by their agencies.

This Navy and Marine Corps AP Guide is a product of the Navy Solid Waste Working Group. It provides detailed guidance on how to establish and execute an effective AP plan. It is based on a compilation of the lessons learned from the most effective Navy and Marine Corps AP programs and can help all Department of the Navy (DoN) activities to strengthen their current AP programs.

All DoN activities should use this guide to improve and expand their AP programs. By doing so, the DoN will be able to fully comply with the requirements of EO 13101 and enhance our record as good stewards of our environment.
