The Program includes all professional engineer and scientist positions assigned to the Assistant Commanders for Research and Technology (AIR-03), Logistics/Fleet Support (AIR-04), Systems and Engineering (AIR-05), and Test and Evaluation (AIR-06) from entrance level through the General Schedule (GS)-11 level. Grade levels include GS-5, 7, 9, and 11. Participants graduate from the Program upon promotion to the GS-12 level. Various groups or disciplines may have development programs that are tailored to meet specific needs.
