This instruction applies to all aircraft in the controlling custody of NAVAIR, those aircraft assigned under NAVAIR contractual authority to depot-level rework, or aircraft being developed, procured, remanufactured, modified, repaired, or overhauled under NAVAIR contract. The requirements promulgated in this instruction are also applicable to those aircraft temporarily in the reporting custody of the Defense Contract Management Agency (DCMA), under terms of the Tri-Service Flight Operations Agreement, which are in the controlling custody of NAVAIR. Since NAVAIR is the common Aircraft Controlling Custodian (ACC), this instruction additionally applies to aircraft programs managed by Aviation Program Executive Officers (PEOs) and Direct Reporting Program Managers (DRPM). Such aircraft are referred to in this instruction as NAVAIR aircraft. This instruction does not apply to aircraft leased to contractors for flight demonstration purposes for which the contractor has assumed ground and flight risk.
Purpose. a. To issue amplifying policy and flight restrictions regarding static display and flight demonstrations of aircraft for which the Naval Air Systems Command (NAVAIR) is the controlling custodian and of aircraft under development, in production, or remanufacture for NAVAIR.
b. To define and grant approval authority for static displays and low-risk flight demonstrations of aircraft under the cognizance of NAVAIR.
