scope:
This instruction applies to NAVAIR, its Business Units and sites, and the Program Executive Officer (PEO) for Air Anti-Submarine Warfare, Assault, and Special Mission Programs (PEO(A)); the PEO for Tactical Aircraft Programs (PEO(T)); and the PEO for Strike Weapons and Unmanned Aviation PEO(W)). The Naval Air Warfare Center (NAVAIRWARCEN) Aircraft Division and Weapons Division will also follow the guidance in this instruction.
Purpose. To provide policy and guidance for the preparation, coordination, and approval of Acquisition Plans (APs) within the Naval Air Systems Command organization in compliance with references (a) through (j).
Applicability. The term "acquisition manager" as used in this instruction refers to the responsible executive who provides overall life cycle management, direction, control, resource utilization, and integration of an assigned system/program. This term applies to all acquisition managers located within NAVAIR, and includes advanced development project officers, program managers air (PMA), automated information system managers, system project managers concurrently charged with logistics/systems engineering responsibilities, and managers of externally directed tasks/teams.
