Purpose. This instruction provides supplemental guidance for the management and control of CESE. Per reference (a), a major policy change in managing CESE has recently occurred by the Navy formalizing an Inter-Service Support Agreement (ISSA) with the General Services Administration (GSA) to provide Alpha Codes A-N and Equipment Code (EC) 0722 CESE to all non-Navy Working Capital Fund (NWCF) activities located in the United States and Puerto Rico. As such, the supplemental guidelines for the management and control of CESE provided in this instruction have been extensively revised and should be read in its entirety. Specific additions, deletions, or revisions have not been marked.
