This Standard provides guidance to ensure commonality of interpretation of the quality system requirements found in Sections Two and Three of Def Stan 05-95/Issue 2.
Applicability. This document should be used for guidance purposes whenever Def Stan 05-95/2 is quoted in the contract for the procurement of software or equipment incorporating software, where the software is being developed under the contract. It should also be used when Def Stan 05-95/2 is being applied to non-deliverable software developed under the contract, where this software affects the deliverable product.
It is to be noted that the reference to deliverable product is not limited to the software or equipment incorporating software being procured under the contract. It is extended to include all products in whatever form specified. Clear identification of the products of the contract will assist in identification the non-deliverable software to be developed under the contract which may include:
(a) inspection, test or other measurement equipment software, used to certify hardware or software product;
(b) models, emulations or simulations for the results of which reports are prepared for delivery or on which is based the establishment of product performance and its certification;
(c) communication and data transfer software;
(d) data manipulation and analysis software;
(e) machinery control software used during manufacture of parts or assemblies.
Lack of reliance on the software for contract achievement or for demonstrating product performance may allow the contractor and purchaser to agree that control of such software should be exercised in accordance with the contractor's approved quality system (eg under ISO 9001, ISO 9000-3). Where the contractor is developing non-deliverable software under the contract but it is felt that the specific requirements of Def Stan 05-95/2 are inappropriate or unnecessary then the contractor should obtain the agreement of the purchasing authority prior to its exemption from the requirements of the Standard.
