NAVAIR implemented a trial procedure in FY 1999 to accurately distribute overhead cost to customers. This trial procedure will continue through FY 2000. The fee currently applies only to NAVAIR-funded mission direct programs supported by on-site contractors performing NAVAIRWARCEN functions and not already covered by existing support agreements or Memoranda of Agreement. Beginning in FY 2001, we will expand the procedure to include Non-NAVAIR funded mission direct programs in addition to NAVAIR-funded mission direct programs. If successful, this procedure will become permanent upon Assistant Secretary of the Navy (Financial Management and Comptroller) approval.

Purpose. To establish the Fiscal Year (FY) 2000 process for collecting the Naval Air Warfare Center (NAVAIRWARCEN) contractor facilities occupancy fee for Naval Air Systems Command (NAVAIR).
