scope:

This instruction applies to the Naval Air Systems Command (NAVAIR), the Naval Air Warfare Centers (NAWCs), the Naval Air Training Systems Division (NAVAIR TSD), the NAVAIRDEPOTS, the Naval Air Technical Data and Engineering Service Command (NATEC), other NAVAIR Business Units (BUs), and the Naval Aviation Program Executive Officers (PEOs).

Purpose. To establish procedures and assign responsibilities to be followed in preparing and submitting documentation to support ratification of unauthorized commitments.
