PURPOSE
This Marshall Work Instruction (MWI) establishes the Marshall Space Flight Center (MSFC) Electrical Safety Program for all MSFC employees that use or work with any form of electrical power while at MSFC. This includes research and test activities conducted in laboratories and test facilities and construction, service, and maintenance activities conducted on equipment and systems. It establishes the requirement to conduct a safety assessment, develop and document operating procedures, and ensure the employee is adequately trained to work on or near exposed energized electrical conductors and circuit parts that have not been placed in an electrically safe working condition by the placement of a lockout/tagout device in accordance with MWI 8715.2. The MSFC Electrical Safety Program is designed to provide employees with an awareness of the potential electrical hazards they might encounter from time to time in the workplace.
APPLICABILITY
This MWI applies to all MSFC uses of electric power. This includes the office environment, testing and/or troubleshooting in laboratories and test areas/fixtures, and maintenance, service, repair, and construction work in and on MSFC structures, facilities, equipment, and systems. Excluded from this instruction are high-voltage transmission lines, over 600 V, that are maintained and serviced by the Redstone Arsenal utility organization.
