(AIR-00) NAVAL AIR SYSTEMS COMMAND LEADERSHIP CONSTRUCT AND OPERATIONS

This instruction describes the executive leadership model used by NAVAIR in establishing and leading strategic and business operations and, as such, is applicable to all organizational elements of NAVAIR and the Naval Aviation Program Executive Offices (PEOs) (PEO for Tactical Aircraft Programs (PEO(T)); PEO for Air Anti-Submarine Warfare (ASW), Assault, and Special Mission Programs (PEO(A)); PEO for Strike Weapons and Unmanned Aviation (PEO(W)), as well as those program support services provided to the PEO for Joint Strike Fighter (PEO(JSF)). Representatives from each of these organizations coordinated the preparation of this instruction. This instruction honors reference (a) and does not supercede the Program Management, Air (PMA)/PEO/Milestone Decision Authority (MDA) chain of command defined therein. It also complements the NAVAIR Competency Aligned Organization (CAO)/Integrated Program Team (IPT) organizational construct reflected in reference (b).
Purpose. To define the mission, composition, roles, and responsibilities of the Command Leadership Team and its relationships with key stakeholders and customers. Additionally, this instruction defines the key decision processes the Leadership Team will use to set and implement the strategic vision for Naval Air Systems Command (NAVAIR), address emerging tactical issues, and direct the planning, management, budgeting, and execution of cost-wise, efficient, and responsive business operations that yield products and services of value to the Warfighter and other customers. This instruction hereby disestablishes the Executive Leadership Council (ELC) and reassigns ELC responsibilities; therefore, the ELC is no longer reflected in the leadership construct.
