scope:
Purpose. This regulation sets forth the responsibilities, policies, and procedures of the Department of the Army (DA) for legislative and congressional activities.
Applicability. This regulation applies to members of the Active Army, the Army National Guard of the United States/Army National Guard, and the U.S. Army Reserve, and to civilian employees of the Department of the Army, to include employees of nonappropriated fund instrumentalities. During mobilization, chapters and policies contained in this regulation may be modified by the proponent.
