This instruction applies to all NAVAIR and aviation Program Executive Office civilian employees. In the event of a conflict between a negotiated agreement and this instruction, the provision(s) of the agreement will prevail.

To modify previous guidance, prescribe procedures and assign responsibilities for reduction-in-force (RIF), transfer of function (TOF), transfer of work (TOW), and furlough (emergency and non-emergency) procedures within Naval Air Systems Command (NAVAIR).
