All elements of this instruction apply to personnel at NAVFACENGCOM Headquarters. NAVFAC field activities may use this instruction in lieu of a separate local instruction. However, any NAVFAC field activity may publish a local instruction that documents policies for property management peculiar to their local activity.

To establish Naval Facilities Engineering Command (NAVFACENGCOM) policy, standards, responsibilities and guidance for the management and accountability of property in accordance with reference (a). Enclosure (1) establishes specific procedures for property management at NAVFAC Headquarters.
