Introduction
This Handbook provides background information on why a requirement has been included in the CE Code, Part I, and the intent of the Rule in plain, easy to understand language. We hope that this description will provide a clearer understanding of these safety requirements.
It is important to recognize that the Rationale and Intent in this Handbook are not intended to form a Code of mandatory requirements. We have therefore used nonmandatory language ("should" rather than "shall"). This is not meant to imply that alternatives to the Rules will necessarily be acceptable to the Inspection Department, which is the final authority.
